Could somebody explain why it took thirteen years to get the F-22 from First Flight of the Prototype into first delivery to the USAF, and also why another three years went by before the first squadron became operational. As the thing has now cost roughly $300 billion per aircraft, shouldn't the F-22 be classified as the biggest 'White Elephant' of all time.
