Finally identified it. Upper Martin 250CE turret hand crank assembly. An acquaintance has a NOS one in his parts supply.

On deck, a tire or brake change would be done with a single gear jack. The only time you would completely jack an aircraft onboard, would be when it's in the hangar bay. Remember to add at least three chains per gear to be correct for at sea work...

And in the proposed 2025FY budget, they are wacking 18 a/c for the Navy and Marines.....:facepalm:
