What does the Blue unit citation mean compared to the red??

I realize I cannot tell from the picture, but what is the difference between the red and the blue Unit Citation?

Thank you very much. That is interesting about the wings. The lapel pins I guessed, correctly. Wonder about the pin over the right breast pocket. I thought his shoulder boards showed a leaf and that perhaps he was a major. I have no idea about the ribbons though. Thanks for your help.

I believe you are correct as far as the above, but the 2nd USS Hornet CV 12 seems to have used a white disc painted on the tail, my pix doesn't show the wings. The 2nd USS Wasp CV 18 has an 18" wide horizontal bar on the tail. Again, I don't know from the pix what was on the wing or where...
