You are correct.

The aircraft circled because the pilots were doing evasive maneuvers while an engine was shot out. One of the B-24 co-pilots assumed he was doing BDA because he said he was planning to do so before the mission.

Who, Walker? He wasn't supposed to be on the January 5th mission. General Kenney ordered him to not fly on combat missions because he didn't want to potentially lose a great commander and he knew the Japanese would try to get sensitive info from Walker if his plane was shot down.
