To me, the engine looks like it could be a Jumo 205.

The control surface, which I'm going to guess is an aileron, comes to a point like on the Dornier Do 18. It even has the thicker trailing edge after the curve like the photo stolen from Alamy.

Seems finding German seaplanes around the Norwegian coast isn't that unusual. From the Bv 138 Wikipedia page:

"In June 2013, a vessel from the Norwegian Geological Survey filmed a Blohm & Voss BV 138 at a depth of 35 m in Porsangerfjorden, Norway, not far from the WWII German seaplane harbour in Indre Billefjord.[18]

Another wreckage of a BV 138 was identified by the Norwegian Mapping and Cadastre Authority on the seabed near Svalbard in 2022[19]"

I think you have convinced me on a Do-18, I was thinking BV-138 but it did not seem to fit. The Do-18 has both a large DF Loop antenna, and 1 or 2 manually operated gun rings that could be the large round item in the video. Good call I had forgotten about the D0-18 for some reason. And its location in Norway also makes me more likely to believe that ID.

I'm not sure I agree. The 59 has ailerons hinged at the leading edge while the 18 has a hinge point further back. The video shows ailerons with a tubular spar which is indicative of an off-set hinge point.

Would love to see an IPC for either airplane to be sure.
