I think that this is post-WWII or late WWII, or civilian. Why?
Using the Army-Navy Index of Aeronautical Equipment Vol 2 Landing Gear date 1944 as the master reference, the information on both the wheel and casing (tire) do not appear to be on the charts. For example, the highest ply 34x9 casing is 10ply, the one in the photo is 12 ply. And for the wheel, the Goodyear part numbers for the 34x9 doesn't go up as high as what is imprinted on this wheel. Plus, the document Accessories for Airplanes-Interchangeability Charts dated Feb 1945 doesn't contain either of the part numbers.
BTW, instead of speculating on future landing gear ID (or instruments, oxygen equip, armament, save yourself some time and download the reference documents mentioned in my previous post here. They come in pretty handy.
