Any A.V.G. Bases Near Harbin?

Anyone know if the Tigers could have shot at anyone near Harbin? If so, which Group? What about after the Tigers? did we still have fighters on the Chinese continent after Chenault near Harbin?

So no AVG bases anywhere near there.
