Please forgive my ignorance, but can someone explain what this is and what it is for?

It's the aileron mass balance. Basically, it helps balance-out the weight of the aileron when moved, to even-out pressure on the control surface, thereby preventing undue judder or stick forces for the pilot, leading to smoother control.
