This aircraft land on a highway and refuel. At the take-off the aircraft
hit a truck..

He ran out of fuel (FAR violation). He did not attain all necessary take -off information (FAR Violation). He endangered personnel on the ground while operating his aircraft (FAR violation) - I could go on and I'm not even an FAA inspector!!!!
 
Don't know the final outcome - it looks like he was flying either a 172 or 182 RG (Retractable Gear). The local FSDO and NTSM would have to deal with this knucklehead. My guess the NTSB saw that clip and had a good laugh as well with FDSO. If the FSDO guys were board they might of just violated the guy for 30 or 60 days. If I was the insurance adjuster I'd be laughing all the way home and more than likely the Feds are just letting it go knowing this guy's insurance company won't cover his loss.
