I noticed this in the National Archives and although it sounds very interesting, it doesn't ring any bells for me. I can't recall having heard of it back in 1978-79, does anybody know more about it?

Lot of "What If" stuff never makes into the public domain until decades after it was either halted or completed. I worked a research program that was involved in turning C-141's into helicopter inflight refuelers. Our part of the program was completed, but the overall program itself was halted when the decision to put all the C-141's in the boneyard was made.

I read it first as "turning a C-141 into a helicopter"... That would be a program!
