I assume that it's a filler cap for an oil tank (kind of hard to tell as there's nothing to scale it to). The Wellington carried one 16 gallon oil tank in each nacelle so it's possible I suppose.
Hi, looks like it's from the sea. If from UK waters, would be good to report it via the Marine Antiquities Scheme (www.marinefinds.org.uk) or at least the Receiver of Wreck to stay legal.

HI, I am one of the volunteers at RAF Museum Cosford working on the Restoration of the Wellington bomber in the Conservation Centre and YES, that does look like the cover off a Wellington Oil Tank as I remember it. However I have Not seen it for several months because of the COVID lockdown but hopefully will be back in before Christmas so could take some measurements for you..

Now the museum is open, I managed to get into the back of the workshop today to have a look at he Wellington we are restoring.
Here are some photos of the oil tanks form each nacelle. I do not see much of a similarity but then this is a Mk X Wellington built in May 1942 and the original photo may have been from an earlier Mark..
