95% of this goes clean over my head, but what I can figure is that the issues with the Typhoon tails involves flutter & resonance.
The part I find most interesting (and could understand) was:
(b) Owing to the sensitivity of the flutter characteristics to the elevator hinge moment derivatives there may be considerable variations in the flutter characteristics from one Typhoon to another.
