A Hucks Starter being used to fire up a Ki-43-I. This Ki-43-I has its distinctive telescopic sight removed, which is one of the only photos I've seen of that. Also, I tried to see if any IJAAF unit markings matched up with what is seen on the rudder in this photo, but I can't find any that do.
