should be both sides, upper and lower..No meatballs....Schemes were orderd changed shortly after Coral Sea. There were some variations in rondel size...On some A/C the painted over meatball and red and white rudder stripes could be vaugely made out under the blue paint.

wooden clothes pins come in handy and are cheap and disposable- take em apart and shape the contact points with a file to fit curves and contours during dry fit, reassemble the pin and fine tune to the perfect fit.
