It looks like a electric boost pump that was installed on a Grumman F-7F Tigercat although I am sure it was used on many WWII aircraft and probably later models after the war.

You might want to check out this P-38 manual to see if they list the tire pressures for the nose and main landing gear.

That spanner was used to install and remove the intake manifold tubes on Wright R-2600 radials also later on on Wright 3350s. Nadzab had both A-20s and B-25s which both had Wright 2600 engines. Below is an URL for a crashed A-20 at Nadzab.

The FAA won't even allow the LET-410 in the USA because of the death toll it has taken over the years. I don't know it weak spot(s) but a lot of them crashed on takeoff.
At first glance it looked like a retractable tail wheel. It is hard to gauge the size without a ruler to measure the tire and strut size. Of course a Maurader didn't have a tail wheel. More info might help.
