Wow it looks alot like a piece from the Enigma machine for back at that time.

Definitely not from an Enigma. Looks like the pins are for making some sort of setting, the result of which was probably viewed through a view port. Lots of numbers, only one letter that we can see. Seriously doubt it has anything to do with encoding anything.
