Can someone tell me what aircraft and or what engine ( manufacturer) this is
I know it's not a lot to go off of, educated guesses are fine with me. Thanks
 
Thanks I will research those. Reason I'm asking is I have a giant picture of this in my office and people are always asking what plane and motor it is. Do you believe it is military if so is it WW II. Era or a civilian type

The Clerget 9B rotary engine isn't the WWII era motor. It is the WWI engine made in 1913 and powered Avro 504K or Sopwith plane series and a couple more of the WWI biplanes. Please check the link below.. BTW it is a french engine also assembled in the Great Britain..

Thanks , When I looked up Avro 504k it says it was a 7 cylinder, this photo has 9 . Did they change to that in later years?

The Avro 504 was powered by a couple of different engines of 80 KM – 130 KM. Initially it was the Gnome 80 KM then the Le Rhone 110 KM, Gnome Monosoupape 100 KM, Clerget 130 KM. The Gnome 80KM engine was The Gnome Lambda of 1911 and was a larger 80 hp (60 kW) version of the Omega, followed by the 9-cylinder 100 hp (75 kW) Gnome Delta in 1914 (also called the Gnome Monosoupape ) So you may find the Gnome 80KM seven-cilinder engine or the Gnome Monosoupape nine-cylinder design. Other engines were 9-cylinder units basicly.
 
Nope.. the Nieuport 28 had a quite big apperture at the top of the cowling on its left side. It would be seen in the pic above partially. What is more the Nieuport didn't have these three stiffeners riveted there.
