From what I saw, i guess you can start working.
Resolution is sufficient for text hand vectoring.
Just resize the pretty correct picture up to 350 pixels/inch.
The two circles, blue sky and clouds are clear enough too.
Stylized thompson model 1928 can be done with correct accuracy.
Short winged eagle should be ok.
Talons will ask for imagination.
Beak and what is in will be hazardous.
Ps : pushing up res, saw a red upward pointing tongue and starboard tip of the bird's tail.
