Mid-air Between C-170 and Parachuter

This incredible sequence of shots dates from 2014. No one was badly injured, but that beautiful Cessna 170 looks to be in bad shape. I do not understand why sky-divers want to land on airports.

If the 'airport' is a designated parachuting site, or if the para drop is a registered display, then in the UK and Europe at least, the rule is 'No props or rotors turning whilst parachuting is in progress.', which means in the air and on the ground (other than the drop aircraft of course.
Aeronautical maps / charts are clearly marked to show parachute centers, with an approximate three mile diameter 'exclusion zone' circled over them, and any display sites other than these centers are stated in the NOTAM for the relevant day(s).
A request has to be submitted to the CAA and any relevant ATC center for UK displays, providing information showing the display team name and registered number, the aircraft type and registration, departure airfield, DZ location and map reference, time slot for the display, and the altitude requested, the latter subject to weather, wind and availability with consideration to the location and other traffic.

The pilot was on short final, landing to wrap up a series of touch-&-goes (all on the same runway that he was trying to land on). He was aware that there was skydiving in the area, but knew that the landing zone was well to the side of the runway.

The parachutist had been watching another land, and was trying to line up an into-the-wind landing, but this resulted in him being on the opposite side of the runway from the landing area as he made a left turn (across the runway) and started his landing swoop.

The pilot saw the parachutist as both were ~75' agl - he tried to pull up, but could not counter his aircraft's sink rate in time.
