I am a bit surprised to see castle nuts with cotter pins rather than safety wire.

It's pretty typical for an all moving assembly. I don't think I've seen safety wire or cable to prevent rotation on a moving joint in my entire career

Of the two inspection stamps
The first I do not recognise
The second is a Heat Treat stamp indicating the part was made from annealed alloy then heat treated for strength.

Republic Aviation had 2 plants - the first one at Farmingdale NY, and a later second one at Evansville IN. The Farmingdale plant used an RE, while the Evansville plant used RA.

I had it wrong. The original Republic plant at Farmingdale NY used the code RE, The Evansville IN plant used the code RA.
