Trying to think about this as a concept.

Not seeing it. No wonder it went to nothing.

The Japanese also did this and that makes more sense

Operating in the vast Pacific Ocean a submarine squadron with its own scouts can make sense. One these scouts was the only aircraft to bomb the continental USA.

But Royal Navy is a big no. Operating in bad weather trying to launch aircraft and then recovery seems like stupidity with extra steps. And a submarine on the surface is easy target while it hangs around waiting for its scout.

Unless we decide to go to war with the USA in alliance with Japan, that is. We owed them lots of money after WW1. I don't think we ever paid them back. That would be one way of clearing it. So Hess comes across to us, we do a deal with him then jointly with Japan take on the Americans. So need for all those lend lease debts. We strip America of all their resources, exile any dissidents to Alaska, give Florida, Washington state, Oregon, Maine and Vermont to Canada. Give California, Colorado, New Mexico back to the Mexicans. Create a African-American state in the deep south, gerrymandering so that few whites get the vote and get the Native Americans to police what's left of it. Europeans can obviously stay in their properties but their land becomes leasehold owned by the Native Americans.
