Soviet SA2 or S75 Dvina Missile was the first mobile anti-aircraft missile of the Soviet Union from 1957.

Enhancement: It's reported that Chinese had exchanged some SA2s into a ground-to-ground missile M7, with a range of 180km and 500kg payload, which could be used as a cheap option like 9K720 Iskander, with only 1/3 of range but much cheaper.
