The original aim of the Tornado program was to produce a powerful engine that would fit inside a wing, the theory of the time holding that buried engines would offer lower drag than engines in conventional nacelles. This is also why the Continental IV-1430 started out as an opposed engine, and why the Lycoming O-1230 was built as such. This theory was later proved to be incorrect.
The Tornado's capacity grew early in paper development to meet power requirements. The diameter of the engine grew with that also.
