Well, as I say to my neighbourhood association about porch pirates, property theft needs three things; motivation, means and opportunity. By leaving packages on our insufficiency-guarded porches, we present both the means and opportunity to the already motivated thief.

Same as China's theft of F-35 tech; they're motivated, but only the US government, L-M and its subs can present China with the means and opportunity to access and steal the tech.
