Normally fuel is a noun, like coal petrol wood etc. But it can also be a verb taken away from the storage or release of energy.
Something that fuels a feeling or a type of behaviour increases it or makes it stronger:
The rapid promotion of the director's son has itself fuelled resentment within the company.
The president's speech fuelled speculation that she is about to resign.

P pbehn actually General LeMay and Thomas Power developed something similar in the late 1950's. The problem seemed to be more the fact that it was imposing excessive workload on the airframes. It was discontinued in 1968 since people get soooo bent out of shape when nuclear bombs end up coming out, almost go off, and/or spread radiation everywhere.
