As I remember from reading information about the A-12, the SR-71 precursor, some effort was expended in trying to reduce the radar cross section of its contrails by seeding the fuel with sodium or potassium or cesium. Cesium was selected, but I don't know if any flight testing was done. I would think that having tiny metal particles pushed through an engine would have a lot of consequences. Anyhow, if you're looking for an origin story for chemtrails, that would be a candidate.

I recall reading that we had developed a classified method for eliminating contrails and thus make it harder to see high altitude aircraft, but I've seen no evidence of it.
