Great find! The ship described is a very early B-24D-CO (built before the "Block" system was introduced). In fact, the ship shown in the photo, B-24D-CO 40-697, was the first B-24D production model delivered to the AAF. It was delivered on 22 Jan 42 and probably destroyed during a faulty takeoff at Ft Myers, FL, on 5 Feb 42 (giving a service life of 15 days!). I say "probably" because there's some discussion about whether the ship destroyed at Ft Myer was 40-697 or 41-11697 (also a B-24D-CO).
In any case, while the photo shows the "first" ship, your most interesting diagram describes most of the very earliest B-24D-COs. Obviously as time went on all sorts of equipment, including radios, were updated, replaced, or removed as training and combat experience dictated. As noted earlier, the VHF radio system was only, or at least primarily, used in locations where bomber-to-fighter comms were necessary. Otherwise the set was simply dead weight.
