In answer to your question: yes
But the answer is more complex than that. The time period is important in understanding the answer to your question. The Allied bombers were used to force the Luftwaffe to expend there fighters before Operation Overlord. The intent was to create allied air superiority before, during and critical periods after the D day landings.
