Who do you think are operating them? Russian soldiers or North Korean?
 
I would assume that the UAF will wait for the trains as targets.

The actual track rails and roadbeds are relatively easy to replace or repair. Railroad engines are maybe fairly easy to replace (at least until you start running out of them), but the material being pulled by them may not be so easy to replace.

The UAF will have to get ~realtime HUMINT/ELINT along the line in order to allow efficient use of force, and this will also serve to reduce the chance of giving the Russians a propaganda field day with actual civilian casualties reports.
 
a fuel train makes a great firestorm
an ammo train makes great kaboom
hit engine first then pick up rest one by one or trap a train between two destroyed bridges and finish him off
They'd need to monitor tracks 24/7 so nothing slips through
Would not wonder if russians will use civilians as human shields in trains there
