The GBU-28 is currently the winner on penetration, by something that doesn't require a B-2 to carry...100 feet of dirt and rock, or 20 feet of hardened concrete.

I would have thought that there would be an air dropped bunker buster that relied upon more than gravity for penetrative punch. How about a GBU-28 equipped with a rocket engine that accelerates it to high speed?

However the GBU-28 is being replaced by the GBU-72... by the dates in this Wiki entry is a little dated (in the GBU-28 section):

In October 2021, the USAF completed assessments of the GBU-72 Advanced 5K Penetrator (A5K), a 5,000 lb (2,300 kg) penetrator bomb consisting of a BLU-138 penetrator warhead combined with a JDAM GPS guidance kit. In development since 2017, the GBU-72 is expected to cause significantly more damage against hardened, buried targets and is fitted with a more durable and efficient smart electronic fuse that can activate at a preprogrammed location. The Air Force plans to begin buying the weapon in 2022 to replace the GBU-28.[22]​ Israel is also reportedly interested.

In May 2024 it was reported that as part of joint American-British strikes on Houthi sites in Yemen the US Air Force used a GBU-72 to destroy an underground facility.
The US Air Force's B-1Bs and F-15Es are capable of deploying the GBU-72, along with the Israeli Air Force's F-15Is.

Don't think the IDF has taken delivery of any GBU-72's as of yet. They requested to purchase some, but I haven't seen any mention of an FMS deal for them. Two news sources say they have them, but it hasn't truly been verified.

Well, we know of friends in Kyiv and Tel Aviv who would willingly take those close-dated munitions off America's hands. Disposal costs covered plus foes flattened.
