May I draw attention to the book "The Forgotten Air Force: French Air Doctrine in the 1930s" by Anthony Christopher Cain and the chapter by the same author in "Why Air Forces Fail: The Anatomy of Defeat" edited by Robin Higham and Stephen J. Harris. This last is largely available via Google books at Why Air Forces Fail: The Anatomy of Defeat - Google Books.
