I believe they were but not to the extent some people think. A few pre-war crash-boats and/or MTBs may have gotten them but in general Merlins were in such short supply pre-war that the RN was buying Isotta- Fraschini engines up until the summer of 1940.

The Packard engines used in most Allied war time MTBs were derived from the Packard aero engines of the 1920s and had nothing to do with the Merlin.
