A fly and mosquito catcher ?

It looks like an icing sensor or airflow one. Also it can be a tail vibration meter. Judging by the white dotted lines on the fin and rudder it might have something in common with the icing. The device was used during the tests of the Focke-Wulf Fw 191 V2.
