I don't know. Romania was in a pickle in 1917-18. Whereas France in 1940, with an armistice with Germany and then a full German withdrawal from French territory is a different thing. By now Britain has attacked the French navy in North Africa and has few friends in Paris. Beyond pride, what does France gain by now declaring war on Germany, or by allowing Britain to use French territory to attack Germany? IMO, securing Germany's western border and then going full out for Russia was the best plan.
Unfortunately, with the state of the German economy in 1940, the option of Germany just pulling out of France was pretty much nil. They needed to loot France to keep Germany going.
