I've come across it several times in my attempts to buy things for our Mosquito project. It's not a buy and sell site but rather a database of sales records of many other sites like EBay, etc.
Is it useful? A broad question but yes, if you want to get a rough value of an item and good photos of what it looks like.
The listings as I said are not offers to sell but rather a record of previous sales so the legality would seem irrelevant.
Are they complete? Measured against what? Every item over made? Sold? Probably not.
