Riddle me this?

Why did the climb time of the Ki46-III increase by 8m 13s over the -II when it got 600hp more at altitude? Its been confusing me for years! The climb for -III must have been done as some low cruise setting?

Note the very heavier Ki46-IV outclimbs the -III handily (in this table), yet the turbos don't give any more power until over 6000m
 
usually engine power is stated with take off power.
However military power of both engines might differ a lot proportionally.
Then theres the aspect of critical altitude
lets say a engine has critical altitude of 6000m and another with critical altitude at 8000m, that can cause a significant difference in how fast they can get to 10,000m
