Finally identified it. Upper Martin 250CE turret hand crank assembly. An acquaintance has a NOS one in his parts supply.

Thanks guys , comes from a B-24J ( Upper Martin 250CE ) , as confirmed by Fred the turret guru.
Now here's another part (bracket) that I can not figure out what it is .
