The engine could have delivered the same power if it was allowed to.
The USAAF was little late in authorizing WEP settings and may have held the V-1650-1 to 12lbs of boost.
If any squadron mechanics had fiddled the boost control they could have gotten pretty much the same power. The engines did use a different carburetor which might make a slight difference (20hp? and no negative 'G' cut out).
