This story reminds me very much of an audiobook that just finished . It is "The Secret Agent" by Joseph Conrad and the story is similar. An older man, Verloc, owns a shop in London around 1890 and lives with his wife and her young brother Stevie. Stevie is somewhat mentally retarded and she is very protective of him. Verloc has been working for a foreign Embassy as a secret agent for years and is tasked by them with an act or terrorism- blowing up Greenwich Observatory. He obtains the bomb and convinces Stevie to carry it to the Observatory but on the way, Stevie stumbles and is blown to bits. More drama follows...
The writing is remarkable but really intense. I can't recommend it enough. ..and English was Conrad's second language!

Looks like another tragic case of pedal misapplication.
