Really big powerful liquid-cooled engines - the best approach?

The original aim of the Tornado program was to produce a powerful engine that would fit inside a wing, the theory of the time holding that buried engines would offer lower drag than engines in conventional nacelles. This is also why the Continental IV-1430 started out as an opposed engine, and why the Lycoming O-1230 was built as such. This theory was later proved to be incorrect.

The Tornado's capacity grew early in paper development to meet power requirements. The diameter of the engine grew with that also.

The thing that hampered Wright's development of the Tornado was that it didn't have an in-house prototype workshop, as such.

It certainly was!

It is impossible to calculate the damage done to German engine development programs by hopeless projects like this. The fact that they were still working on the POS at the end of the war can only have been a bonus for the allies.

I sometimes like to dream that the various development disasters were deliberate on the part of engineers with a sense of morality about the nazi regime. I know that this is largely wrong (although there is some sketchy evidence that the failure of the nazi nuclear weapon program was deliberate on the part of the participants), but one can dream
 
The 222 designs were not bad but the continuous changes to specifications, to-be-delivered horsepower, caused serious interruptions. AFAIR a 1800-2000 PS version may have been producible in very early 44 but engineers were forced to redesign major parts for the goal of 2500-3000 PS.
 
Jumo Engine 222 key dates.
April 1937. Jumo 222 engine program begins.
…..Original specification required 2,000 hp.

2 April 1941. Ostmark company established to build the Jumo 222A engine. HQ in Vienna.

April 1941. Jumo 222 engine passes 100 hour test. Operating at 2,000 hp per original specification.

24 Dec 1941. Decision to retool Ostmark plant for DB603 engine. The retooling operation was bungled so mass production didn't begin until fall 1943.

If you are going to make this claim let's at least give credit to the deserving individual. Who cancelled production of 2,000hp Jumo 222 engine on 24 December 1941 and then bungled retooling of the Ostmark engine factory?
