Just started "Silent Victory" by Clay Blair, Jr. It starts out with the history of the submarine and how Britain kept insisting it be abolished and never used in war. And then the "gentleman's agreement" that a merchant vessel was not to be sunk until the passengers and crew and the ship's papers were placed in a "safe place". And, lifeboats were not considered a "safe place". It goes on to tell the story of subs in the Pacific in WW-II.
