It's either the stabilising drogue canopy from an ejection seat, or a 'pilot' (drogue) 'chute from a main parachute canopy.
The seat drogue is used to stabilise the seat during the early stage of ejection, and then pulls the line to sever the shackles, releasing the main parachute canopy.
A 'pilot' chute is the one 'ejected' under normally spring pressure, once the rip cord is pulled on a traditional (free fall) parachute, and is attached to the main canopy by a bridle cord. It pulls out the main canopy from the bag, or sleeve, enabling smooth deployment.
