I suspect they are used more as a decoy to flood the anti aircraft defenses in a particular area. But I could be wrong about that. It could also be the officer in charge was ordered to launch a certain number of missals for the operation, and he only had 90% of the ordered amount with warheads? Pure speculation on my part.
