I'm pretty sure navy crews from both nations were broken up and used that way when their ship was damaged and in for a longer repair, as well. To be fair to both sides in this current war, that's harder to do with ground-pounders, even as it was in WWII.

But the next-best thing to veteran troops are fresh troops trained by the veterans.
