Well for one, Ukraine's Constitution doesn't allow for the giving up of territory so to negotiate it away would mean going against that. More importantly though, why should Ukraine give up on the return of their territory, even if it takes years to achieve?There's no chance Ukraine ever gets Crimea, and I honestly don't see how Ukraine can negotiate the return of the parts of Luhansk, Donetsk, Zaporizhzhia and Kherson that Russia holds. What cards or negotiating position does Ukraine hold?
Oh he cares since it both hurts immediately - one cannot lose roughly a third of ones capability and simply shrug it off. It hurst both militarily and reputation wise. These bombers have also been used to carry out direct attacks on Ukraine.Putin doesn't care if his strategic bombers are wrecked as long as Russian boots hold Ukrainian soil.
