Russia's military is struggling to find recruits. The only way to convince people to join their war against Ukraine is to offer them excessively high military recruitment bonuses and salaries. To balance the ledger though, Ukraine is also having significant manpower/force-generation problems. They've gone from a situation of too many bodies with not enough equipment, to too few bodies to make the best use of the equipment they now have.
