If I remember correctly Ukraine said that they had been taught by the USA to use four missile to ensure a hit. They changed this rule to using one as they were short of missiles. If my memory is correct then this statistic makes every sense.

I believe in standard automatic mode the Patriot system uses two interceptors per incoming missile target. Ukrainians never used four as that would have quickly burned through their inventory. With lots of targets incoming and always firing four interceptors there's no time to reload the patriot launchers.

Which means the US operators expect a high percentage to miss their targets and/or the crews mistakenly think they have an unlimited supply.
