There is a temptation to see this as 'proof' of the effective surrender of the Russian Navy as ships cannot operate with all the mesh and nets over its superstructure and the camo is on no good at sea.
It is basically saying that I am going to hide in ports and hope you don't see me. With the obvious exception of the submarine fleet it has very limited Blue sea capability.
