This is the type of practical important if 'non sexy' aid that will really matter. There can be little doubt that both sides are going to have a very difficult winter as both sides have the ability to seriously damage the others infrastructure. The difference is going to be who can handle it.

They probably mean that if they can find enough parts to make some of their rusty "maintenance free" nukes operational they will use them.

Putin is waving the "nuke" threat around again.
He uses various excuses to threaten everyone (like a typical schoolyard bully) but he has been warned that if he deploys any form of nuclear weapon, he will immediately get his ass nuked within minutes.
