Yes, there are special cases but sholdn't they then be limited to navigational sensors only and oblieged to have their transponder activated while they are passing?
They are supposed to use AIS according to the SOLAS convention, but the flag state is allowed to make exemptions for some ships, for example, for the Navy. Most probably, there is such an exemption in Russian law. Saying that it is irresponsible and non-professional to proceed without AIS in such congested areas.
As for the sensors - good question. That Convention is from the XIX century... Denmark and Sweden should wake up and address this issue.
